I agree with all of this. In addition, if you wanted a bit more gaming performance, switching to a 3600 from the 3700X will give you some extra room for a better GPU. Also, if you're doing a lot of multitasking, you could fit 32GB of RAM in your budget.
First, I'd want to make sure your software is all good. Install all updates for Windows and drivers, scan for viruses, etc. If you want, installing Windows fresh might be a good idea to start over from scratch.
After that, running hardware diagnosis on all of your parts to see if there are any abnormalities would be the next step. FurMark for the CPU and GPU, memtest86 for RAM, CrystalDiskInfo for the HDD are what I use while monitoring temps to make sure everything is running as expected.
I'm gonna sell it locally. Hoping to at least break even.

Different motherboard, faster RAM, and a single 1TB M.2 SSD instead of an SSD and HDD combo.
I'd also recommend the 3600 over the 3600X to save money. I don't see anything wrong with the GPU either.
To save more money, you could switch to a Micro ATX board, cheaper case, and go down to the 5700 instead of the XT.

An i5 would work perfectly for your needs, but since there was room in the budget, I put the i7 in there. Same with the AMD build. Maybe you could fit an older Ryzen 7, but then you'd need a dedicated GPU.

It all depends if you want to put in the work assembling it. You can usually get more for your money if you build it vs buying a prebuilt.
The other option is looking locally for used computer. You can usually find some awesome deals but there's always risk involved there.

The 1600 is great, I wouldn't worry about it. You could still go all the way up to a 2700X with that motherboard at least.

Looks great to me! I would personally get a motherboard (maybe an X570?) with onboard WIFI and skip the dedicated card.
I would probably go with the Vengeance RAM to ensure compatibility and tight RAM timings.
That mobo can support up to 4000Mhz, actually. Ryzen scales nicely the faster RAM you have.
I'd just get some faster RAM. I'm sure you could fit in a 3600MHz kit into your budget. Otherwise, looks good!

What country are you in? I want to make sure I have all the prices correct for you. Also, do you need the full setup? Monitor, mouse, keyboard, headset/speakers?
Have you thought about going Ryzen? I got you 4 more cores and twice the RAM for $100. I threw in a nicer 2080 SUPER, too.
The build looks great! I'd probably get a 650W just to be safe. It doesn't seem like any of your workloads would benefit significantly from going up to the 3700X.
A blower is a type of cooling system for the GPU. Just a basic design with a single fan that blows hot air out the back of the card to cool. Partner cards usually have an open air design with 2 or 3 fans on a more substantial heatsink. Here's a good article explaining the differences.
I agree with getting a 5700XT and seeing how you like the performance. If the performance isn't up to par, upgrade the CPU to the 3700X (and possibly some faster RAM). If you still want more performance, you might want to consider a 2080 SUPER or something similar to pair with that.
Here's an AMD based option:
The AM4 socket is going to give you some more room to upgrade later and generally be better value for your money especially at this price point. Changing that, I was able to squeeze a bit more performance out of the GPU for $20 less.

You can get used 1070s on ebay for right around $200 a lot of the time.
This is probably your best bet. You'll be able to add more memory, but there might be limited options for the CPU as of right now. That's when I would probably recommend getting a Threadripper CPU, especially for virtualization.

Looking at these benchmarks it's gonna be pretty close, but I think the 5700XT is better value and it also supports PCI-E Gen 4. The 2080 Super will definitely be the fastest of them all, but at a much different price point.
