Been awhile since i bought a pc. Knowledge needed

Hey all,
It’s been awhile since I bought a desktop PC. A long while. Ive been using laptops from work for the last ten years, so when the wife mentioned she wants to start creating/editing videos on a PC, I knew I’d need to get some advice. Ive been looking at “reviewers” and the “top desktops for vid editing,” but something tells me their recommendations may be more than I need. Im hoping to get some knowledge here... so here’s what I need: 1) vid editing more than capable: id like something i dont need to replace in a few years. Well prob use adobe premiere and after effects. Similar software.
2)Good ram or ram upgradeable.
3)a good vid card. Do u think i need 2? Again shes starting out, but i want something better than beginner, but not top o the line 4)decently fast. I have an i7 laptop for work, and thats pretty fast. But what processor needs do i have for vid editing.
I guess i dont expect u to suggest a build. Here’s a few i was looking at, and id like your opinions:
[option 1] (https://www.amazon.com/dp/B083Q4JB95/ref=cm_sw_r_cp_api_i_UNpjEbHRER1ZW)

[option 2] (https://www.amazon.com/dp/B07TRPGPCL/ref=cm_sw_r_cp_api_i_VOpjEb8QF3XAX)

[option 3] (https://www.amazon.com/dp/B07WQ68VR8/ref=cm_sw_r_cp_api_i_oPpjEb2ESD4XE)

Or do i need something more basic?

All thoughts and knowledge is appreciated. Thanks,
J
