I think there are a few changes I would consider making to these picks that I would make.

1. You don't need that paste, its really not very competitive in today's market, what Be Quiet send with that cooler with be better. You could look at something like thermal grizzly for top end stuff.

2. The 2080 Super is fairly bad price/performance. The 2070 Super is too close and so much less! The other way would be to bump up to the 2080 Ti which is obviously the pinnacle and within reach with your budget.

3. Until you pick a case you don't need to commit to 3 more fans.

4. That NVME drive is literally double the price of competitive drives and the benefits of NVME is tiny to gaming if this is what the build is for. You are talking a couple of second on loading time if that.

5. 3600MHz RAM is desirable but you can actually worth with slightly slower RAM with much tighter latency timings to give you potentially even better results.

6. Know what you are getting into with a chipset fan! That will be seriously annoying when spun up! A B450 board will happily support everything you are likely to want or need from a gaming build, saving money and noise.

With all that together I would be buying something like this
