I am new to building a system myself, and struggling a bit. I have two priorities: Large capacity storage for music files, and optimized streaming of movies and live sports. The website recommended ASRock - B450M PRO4 Micro ATX AM4 Motherboard and
AMD - Ryzen 3 2200G 3.5 GHz Quad-Core Processor. With these parts, do I need an additional sound or video card?

You don't need a sound or video card because the 2200g has a built-in graphics processor. Also, the motherboard has sound output.

With these components, would I need additional hardware for Bluetooth and WiFi connectivity?

Yes. You can get a PCIe x1 b/g/n/ac plus bluetooth card for $30-ish last I looked. There are also somewhat cheaper USB adapters, but since that ties up a USB port you might have to include a hub.
