Would an intel stock cooler (copper version) work any good on an overclocked xeon x3450?

Assuming that is one of the really tall lga115x ones(model bxts15a is an example), then yes it should do fine. Don't expect to get the highest OC but a mid-range OC should be doable.

You can get a really good cooler for extremely cheap these days.

But to answer your question. You would more then likely encounter thermal throttling. Due to the fact that it is a crappy cooler, Even the copper one. And it was not really made for 4c/8t CPUs. It was made for something like an older i3 or a pentium.
